The specific purpose of this division is to provide for the underground design, construction,
installation and maintenance of all facilities owned by right-of-way users (utilities)
supplying service to new residential, commercial or industrial developments. It is
the overall purpose of this division to promote the safety, welfare and convenience
of the public, to minimize environmental disruption of utility services to residents,
and to facilitate orderly and aesthetically appealing development in residential,
commercial and industrial areas.
In support hereof, the board of commissioners for the city hereby affirms, restates,
adopts as its findings of fact and incorporates by reference herein, the recitals
set forth in the preamble hereinabove.
