§ 17-14. [Prohibited—Roller skates, skateboards, inline skates or similar devices within the downtown area].

  • (1)

    For purposes of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning:

    a.

    Downtown area: The geographic area which has its northern boundary being the water's edge of the Ohio River, the southern boundary being the back of curb on the north side of Third Street, the western boundary being back of curb on the west side of Poplar Street, and the eastern boundary being the back of curb on the east side of Clay Street.

    b.

    Skateboard: Any board or like platform to which there are attached wheels for movement thereof by either gravity or the muscular power of someone standing, sitting or crouching upon the board or platform.

    (2)

    No person shall use, operate or be upon any roller skates, inline skates, skateboard, coaster, or other similar device upon publicly owned property, civic space, or right-of-way within the downtown area.

    (3)

    No person shall use or operate any bicycle upon any sidewalk or other surface, other than a roadway, not specifically designated for such activity within the downtown area.

    (4)

    This section shall not apply to law enforcement officers or employees of the city or other government entities while performing official duties.

    (5)

    Any person found to be in violation of this section shall, upon conviction thereof, be fined in an amount not less than twenty dollars ($20.00), but not more than two hundred dollars ($200.00), for each offense.
